Last October, the Chairman of the Health and Social Welfare Committee decided to investigate the cost of successive governments in the reform of social welfare for adults. But we started calculating something different. There are economic costs resulting from the desperate situation in social welfare: the needs of unparalleled care while disabilities of individuals from being able to work, study and acquire skills and participate in the economy, with all costs resulting from the treasury through the loss of potential tax receipts and costs to NHS If physical or mental health issues are the result. So, instead of producing another report manually on the status of the sector, or proposing reforms and going into assessing its costs, we instead decided to turn the lens and ask a simple question: What is the current economic cost of not making any reform at all?
Unfortunately, our report, PublishedIt does not conclude with a precise personality – the bill for the country for not reforming the social welfare system. This is because, despite our best, we felt frustrated by our goal through the dangerous lack of official data.
Let’s delegate the reason for the importance of this. We may all know someone affected by the broken social welfare system, but when the cabinet says: “No, we cannot – this is expensive”, there is a cost for that as well – for individuals and caregivers, the sector, NHS and the broader economy.
It is the treasury that most needs to be persuaded. We talked to Sir Andrew Delinot, who knows more than most of them on this topic. After all, he also led the government -backed social welfare committee. It was 14 years ago. Recommended reforms and then received royal approval – twice. But they have never been enacted. Thinking about the reasons for this, Dilnot told us that one of the critical tasks of the Casey committee will pass through the “Nexus” cabinet.
In order for the cabinet to realize this economy, the pounds and the wipes must be known for what the failure system costs – often in other areas of government.
We have learned the impact of the failure of people who need care, and we heard how financial pressure forces local authorities to “care”, which leads to some people get only at the level of basic care, away from empowerment to live a life. What is the cost of finding the hospital family for people who can avoid engaging with NHS at all if they receive a timely and effective social care at home? It is clear that the largest cost of inaction is with unpaid care providers. On the contrary, high -quality care can give people a satisfactory life and can also have economically useful results. There are many examples of projects that have succeeded in providing social care for active and life -reinforcing adults, and we were lucky to be able to visit some of them. The lack of sufficient data was a problem we found in all the areas we looked at. There is no official data on the number of hours of unpalatable care needs. There is no official estimate of the amount of delay costing NHS, not to mention the final costs of caring for people if they deteriorate while waiting for the exit.
We heard about high levels of poverty among workers in the care sector and we are keen to determine this.
